Khyber Pakhtunkhwa Chief Minister Sohail Afridi has made public the draft sent to the negotiation committee, saying that none of the Pakistan Tehreek-e-Insaf (PTI) demands are unconstitutional or illegal.

In his statement, Afridi said the nation should know that all of the demands fall within the framework of the Constitution and law. He alleged that the people of Khyber Pakhtunkhwa were being treated as second-class citizens and accused the state of adopting a discriminatory attitude toward the province.

The draft calls for political stability, supremacy of the Constitution and law, continuity of the democratic process, national unity, maintenance of law and order, and resolution of political and national issues through consultation and dialogue.

Under the proposed framework, the Prime Minister and the opposition leaders in both houses of Parliament would hold regular meetings to discuss major political, national, constitutional, legal and democratic issues. The draft proposes that meaningful progress on these matters should be ensured within two months.

It also proposes the formation of a joint political negotiation committee comprising representatives of the government coalition, Pakistan Peoples Party and opposition parties. The committee would hold continuous talks with the opposition and work toward mutually acceptable solutions.

The draft further calls for Imran Khan and Bushra Bibi to be provided all legal, humanitarian and medical rights available under the Constitution, prison rules and applicable laws. Where legally applicable, the opinions and recommendations of their personal or nominated doctors would also be taken into consideration for medical treatment.

The document seeks meeting facilities for Imran Khan and Bushra Bibi with their family members, nominated lawyers and authorized associates in accordance with prison rules and relevant laws.

It also calls for legal proceedings concerning appeals and other petitions filed by Imran Khan, Bushra Bibi, women, elderly and sick prisoners to be taken up in accordance with the law. The draft additionally urges that women facing imprisonment on political grounds, particularly Yasmin Rashid and Bushra Bibi, be considered for early release on humanitarian grounds.

Regarding security in Khyber Pakhtunkhwa, the draft proposes effective and continuous coordination between the federal and provincial governments to counter terrorism, protect citizens and establish lasting peace.

According to the proposal, authorized representatives of the federal and provincial governments would meet within 72 hours to formulate a comprehensive and workable strategy for improving law and order in the province.

The final point states that PTI would announce the cancellation of its ongoing long march after receiving written assurances from the federal government regarding implementation of the agreed measures.

However, the draft says that if the government violates its commitments, disrupts the negotiation process without justification, or fails to meet constitutional and legal requirements, PTI would retain its right to peaceful, democratic and lawful protest.
