Islamabad: Claims have emerged that the federal government has approved the imposition of Governor’s Rule and an emergency in Khyber Pakhtunkhwa under Articles 232 and 234 of the Constitution. It has also been claimed that the summary was sent to the President and signed.
According to the information provided, a meeting of the federal cabinet was held at the Prime Minister’s House, where Prime Minister Shehbaz Sharif briefed the cabinet on the security situation in Khyber Pakhtunkhwa and the province’s ongoing struggle against terrorism.
The Prime Minister reportedly told the cabinet that Khyber Pakhtunkhwa had been facing terrorism since 2010 and that approximately Rs8 billion had been provided to the province to help address the issue.
He reportedly expressed concern over attacks on police personnel and law enforcement agencies during the past three years, alleging that the provincial government had failed to take effective measures to prevent such incidents.
According to the supplied information, the Prime Minister argued that the provincial government had failed to run the province’s affairs in accordance with the Constitution, prompting the federal government to consider constitutional measures.
The report further claims that, following cabinet approval, a summary concerning Governor’s Rule and the imposition of an emergency was sent to the Presidency and signed by the President.
Possible Administrative and Constitutional Implications
If Governor’s Rule is formally imposed, the powers and administrative arrangements of the provincial government could change in accordance with the relevant constitutional provisions and official order.
Similarly, any restrictions on fundamental rights under an emergency would depend on the applicable constitutional provisions and the specific measures formally announced.
