ISLAMABAD: The Prime Minister’s Youth Programme (PMYP) and Physicians Revenue Group (PRG), Pakistan, have signed a Letter of Intent (LOI) to establish the PMYP United States Secretariat for Healthcare Services Cooperation in the United States.

The agreement was signed on October 22, 2026, during a high-level meeting at the Prime Minister’s Office. The initiative aims to strengthen cooperation between Pakistan and the United States in healthcare services, youth employment and skills development.

Chairman of the Prime Minister’s Youth Programme Rana Mashhood Ahmed Khan witnessed the signing ceremony. Dr. Shahbaz Shamsi, Director General of PMYP, and Mansoor Ahmed, Chairman and Chief Executive Officer of Physicians Revenue Group, Pakistan, also attended the ceremony along with other officials and representatives.

The proposed Secretariat will serve as a coordination platform connecting Pakistani institutions with US healthcare providers, universities, professional bodies, industry stakeholders and members of the Pakistani-American medical community.

The initiative aims to promote institutional partnerships, facilitate knowledge exchange and create opportunities for Pakistani youth in healthcare administration, medical and dental billing, revenue cycle management, care coordination and healthcare technology.

The Secretariat is envisioned as an inclusive platform for the broader healthcare and medical billing services sector. It will provide opportunities for other institutions and stakeholders in both countries to participate in activities aligned with the initiative’s objectives.

The collaboration aims to connect Pakistan’s young and educated workforce with the demands of the international healthcare industry. It seeks to promote employment opportunities, support professional development and expand Pakistan’s healthcare services exports by leveraging opportunities in the US healthcare market and Pakistan’s growing capacity to provide skilled healthcare support services.

Another key area of cooperation will be support for developing industry standards and regulatory frameworks for Pakistan’s medical billing and healthcare services sector. The initiative will focus on alignment with applicable US data protection, privacy and compliance requirements to strengthen confidence among US healthcare organisations and improve Pakistan’s competitiveness as a provider of healthcare support services.

Under the proposed framework, a focal person and a Secretariat Coordinator will be appointed to ensure effective coordination. The two organisations will also establish a Joint Working Group to plan, monitor and review the Secretariat’s activities and facilitate coordination between relevant Pakistani and US institutions.

The collaboration reflects a shared commitment to expanding international cooperation, strengthening Pakistan’s healthcare services industry and creating sustainable economic opportunities for the country’s youth through skills development, professional engagement and export-oriented growth.
